Lawson Redevelopment: Purpose Driven Partnership
Community Living Toronto (CLTO) and Tridel are partnering on the Lawson Redevelopment at 1710 – 1712 Ellesmere Road in Scarborough.
The goal of this partnership is to deliver an inclusive community that sets the standard for how organizations and home builders can partner to meet housing demand for all people. We aim to create a community that is not just buildings, but an epitome of exceptional service and a safe and welcoming environment that fosters belonging, trust, and positive experiences for all.
Creating a society with vibrant neighbourhoods where people with intellectual disabilities are included from the beginning is the guiding vision of our proposal and partnership to transform the Lawson site.
The partnership between Community Living Toronto and Tridel on the Lawson redevelopment is a significant step forward in building communities of belonging that support people with with developmental disabilities.
Proposed Redevelopment: Building an Inclusive Community
The Lawson Redevelopment proposal seeks to build five towers comprised of mixed-use housing, including affordable and market rental, independent living, supported living, and market condominium suites, creating a broad range of opportunities to foster an inclusive community.
Community Features:
- The development proposes five towers with approximately 2,300 residential suites, which include 280 proposed rental suites.
- People with intellectual disabilities will have an opportunity to live in this inclusive community, with up to 20 per cent of the suites in the rental and condominium buildings being available to individuals supported by CLTO and others.
- CLTO’s building will have approximately 20,000 sq. ft. of program and office space, including a mixed-use space open to the public that could be used for community activities. Other proposed amenities include a public park and other greenspace areas, a storefront for community pop-ups, and other retail opportunities such as a potential coffee shop or local market to support local artisans, farmers, and others.

Access and Occupancy
Community Living Toronto’s (CLTO) building is affordable and market rental suites-only. Tridel’s four towers are market condominium suites for purchase.
Just like the general public, individuals and/or families supported by CLTO can purchase condo units in any of the market buildings across the site. CLTO and its partner agencies may also choose to purchase up to 20 per cent of units in Tridel’s condominium towers.
CLTO staff can purchase units in four of the five buildings from Tridel during the market sales phase of the project. The CLTO Option Units (up to 20 per cent of units in each of the four buildings) are restricted to CLTO, families/individuals, other non-profits, agencies, and affiliates.
Community Living Toronto’s building will be inclusive and offer a wide range of mixed-use housing for the people we support and the broader community. It will not be for CLTO programs and services only.
Mixed-use is a type of urban development, urban planning and/or zoning classification that blends multiple uses such as residential, commercial, recreational, cultural, or entertainment into one space.
The process for renting or owning a suite within the development will be confirmed and communicated publicly at a future date. The process for renting a suite within the CLTO building will be confirmed and communicated publicly at a future date.
CLTO’s Building Details
Of the 280 affordable and market rental suites, approximately 20 per cent (50-60 units) will be available for people with an intellectual disability. The building will also have garden suite apartments for people with an intellectual disability that are medically complex.
Our proposed building will have 28 floors. The final number of floors is subject to planning approvals.
Yes. CLTO’s building will have approximately 20,000 sq. ft. of office and program space, including a state-of-the-art Children’s Respite Activity Space (indoor and outdoor) where our afterschool programs will be held, and flexible program space that could be used for community activities.
Proposed amenities include:
- Access to Public Park/greenspace
- Community program space
- A storefront for community pop-ups
- A coffee shop/local market to support local artisans, farmers, and others.
Community engagement will be undertaken to confirm building and property amenities.
Stakeholder and Community Engagement
Yes. A structured internal stakeholder engagement process will be led by CLTO and an equity design firm, and an open public consultation with community members will be led by Tridel and their respective support teams. Both will influence project plans and outcomes.
